IIS 5.1, XP Pro, <Rejected-By-UrlScan> 404

Message:

I cannot run the Administration website - I get File Not Found. I've
uninstalled and reinstalled, and noted that I get the message regarding the
version of IIS installed will be virtual directory. The installation
indicated that it was successful. I added a web page to that directory just
to see if I could view it - which I can.

I suspect it is the issue that I can't run an .exe file under IIS 5.1,
unless I do something with the urlscan.ini. But I can't find any good
documentation on how to include .exe's.

I've been playing with the urlscan.ini, without any luck. I stop and start
the IIS after each change. Do I need to do more than that? A reboot?
