Virtual Server service does, however this requires a user account to run the
VM under. Are you using a domain account for this? If so, then it's quite
feasible that the Directory Service on the DC hasn't yet started up
sufficiently (they tend to take a bit longer than a normal server) when
Virtual Server tries to start the VM, and so the account can't be
authenticated.
Check the Event Logs on the DC as these might give you some pointers to the
above. Also he VS interface has the option to delay the startup of the VM by
a number of seconds - try setting this to a minute or two and see whether
that helps.
