But would that cause CPU to max out? We've built VM's this way on GSX
before and disk I/O might be a bit slower, but it doesn't bring everything to
a screeching halt for the high CPU.

Are you using virtual IDE or SCSI disk? If you use SCSI disk you should use
the SCSI driver you can load during install, found on a virtual floppy. That
makes a big difference in speed.
