Networking issue with guest OS

Fresh install of Windows 2003 as the guest OS. The guest OS has problems
communicating with the default gateway. If I ping the gateway it succeeds
for one round of pings, but the second time I ping the gateway I have 100%
failure. I can ping (by IP address and name) all servers on my network
without any problems. If I clear the arp table (arp -d *) I can again ping
the gateway for 1 round of pings.

This happens with both static IP setup and DHCP. There is no software
firewall on either guest or host OS (Windows 2003 sp1 for both). I have
Internet Explorer Enhanced Secuirty Configuration removed from the guest OS.

Virtual Server is set to use my physical NIC. The physical NIC is a teamed
set of Intel adapters. The Host OS has no problems pinging the gateway.

Suggestions?
