We have a new MS Server 2008 ENT x64 server acting as a Hyper-V Host. The
server has 32 GB's of physical memory with 12 GB's total allocated to two MS
Server 2008 x64 Guest machines. The host's paging file is configured to be
managed by the OS and is currently using 18 GB's which is 1/2 of the
available free space on the volume containing the paging file.
The host server is regularly using 100% of the available physical memory but
appears to be using none of the available page file.

I had a similar issue as you, but I could't start a new VM, it told me
there wasn't enough RAM available, even though I was using less than
half the physical available.
Since I only had one CPU, I didn't try the NUMA fix. It turned out to
be the AV program. Even though the extensions for the VMs weren't on
the scan list when I specifically excluded the folders where the VMs
where stored and this helped a lot. RAM still cached up to almost
100%, but it was able to be released for other VMs.
