Message:They were installed on the machines that DID convert easily, and as I said,
even brand new disks can't install the tools - that's the biggest problem. I
could re-create the environments from scratch, but can't get the tools in.

SP1 level of what? This is on any OS I've tried, Vista, Win 2003 Server,
XPSP2/3 - just creating a blank disc gives an error that the tools can't be
installed.
I just tried creating a new machine again from scratch. Step 1.6 "Install VM
Components" failed - red circle with an X.

assumption on my part, and I can't really help with Virtual Server. I
honestly haven't run it in the last year - I've been pure Hyper-V for at
