We occasionally have the issue where 1 or 2 virtual guests fail to start from
a savestate during system startup. They can usually be started a few minutes
later. The following event occurs when this happens.

Event ID 1061

"guest" could not be started because there is not enough physical memory or
system resources available.

We already have a script in place to work around this issue. However, we
are concerned this may indicate a resource allocation issue, which could
impact system stability or performance. I am also aware of a number of the
common issues relating to this problem such as InCD and we do not run this.

From past experience with similar intermittent problems, I suspect they may
be related to our particular hardware support and driver software (HP) or
Symantec Antivirus. I can provide more specific details if required.
