Event 1061 - not enough physical memory or system resources

We occasionally have the issue where 1 or 2 virtual guests fail to start from
a savestate during system startup. They can usually be started a few minutes
later. The following event occurs when this happens.

Event ID 1061

"guest" could not be started because there is not enough physical memory or
system resources available.

We already have a script in place to work around this issue. However, we
are concerned this may indicate a resource allocation issue, which could
impact system stability or performance. I am also aware of a number of the
common issues relating to this problem such as InCD and we do not run this.

From past experience with similar intermittent problems, I suspect they may
be related to our particular hardware support and driver software (HP) or
Symantec Antivirus. I can provide more specific details if required.

I realize the likelihood of the cause of this problem having been discovered
is low. One thought I did have is it may be useful to know which system
resources were in shortage or conflict for some of the other known causes of
similar events. From what I suspect, the issue is not likely a result of a
shortage of unallocated physical memory, but more likely related to a lower
level system resource configuration or improper use of this resource by
another application.

Does any one have any additional details, which may be useful in debugging
this issue?
