How to secure virtual machine config settings

Is there any way to allow an end-user to make changes to a virtual machine's
configuration with the exception of allowing them to change the amount of
RAM, hard disks, CD, SCSI adpaters, or network adapter settings?

I want to basically allow the end-user to turn off, shutdown guest OS, save
state, commit undo disks and that's about it. Is this even possible?

This can be done with a custom application that exposes a subset of the
functionality available through
the MSVS COM API. The relevent calls to leverage are:

IVMVIrtualMachine.TurnOff()
IVMVIrtualMachine.GuestOS.Shutdown()
IVMVirtualMachine.Save()
IVMVirtualMachine.MergeUndoDisks()

You can write a .NET Windows Form application or a CLI to drive the MSVS
API.

Wow, this looks to be much more involved than I was hoping for. I wish there
was a non-programmatical way to approach this but it looks like so far there
is no such resolution. Thanks for the response though.

I don't that you can get exactly the control you want (haven't had a
chance to play with it) however, you can ignore Richard's advice. Have a
look at Server Properties/Virtual Server Security. Refer to the help on
this page and the Administrator's guide for more details.

Visual Studio.NET and get right into the API.
