VM performance dramatic slow down after shutting down and restarting again

When first time turning on the VM, it runs very fast, after shutting
it down, and turning it on again, the VM performance dramatic slow
down. Anyone experiences this performance issue? To resolve it, I have
to restart the host computer to restore the performance.

Here's my configuration, WIN2K3 R2 EE, VS2005 W/ SP1, CORE 2 DUO, 4G
RAM (NON ECC)

Only one VM running, the allocated RAM is 512MB, 16GB SCSI fixed size
disk.
