Remote Access to Training VMs

I'm convinced that Virtual Server can't do this, but I wanted to check here
before giving up.

We are a training department. Some of our self study courses require custom
set up VMs for the labs. We don't want to ship many GB of .vhd files to
students. So, we're looking for a way to host this over the web. A student
logs in, gets their VMs, and can do their labs. Many modules require a set
of 2 or 3 VMs talking to each other.

Is this possible with Virtual Server? Some other other way? (Letting people
in via the Administration Web site might work if it were only one student at
a time, but with two or more at a time it seems unusable.)

Thanks for any help, even if it is just to tell me that it can't be done.
