CPU speed on guest incorrectly displayed

Why do some of my guests on the same vitual host server display a different
CPU speed? They even change from time to time after a reboot. We have 3
DL585 servers with 4 X 2.4 dual core Opteron 880 processors. I regularly
see servers on these hosts running at 1.6Ghz to 3.4Gz. Even on the DL380 G4
servers with 2 X 3.4Ghz processors I am seeing variation, but not as much.
Any thoughts?
