vmrc is auto-starting images...

We're setting up a server that will host a bunch of Virtual Server
machines. However, we can only run a couple at a time given the
resources the machine has at the moment. This should be fine, however,
I'm finding if all the VMs are shut down, running vmrc remotely causes
the administrator display to appear as you would expect, but one of the
VMs also automatically starts up -- before any have even been clicked
on. How do I keep this from happening? How is it deciding which one
to start up?

I've already got all my VMs set to "never automatically turn on virtual
machine," but a mere connection with vmrc to the administrator display
appears to be causing a startup of one of the VMs anyway...

We're using Virtual Server 2005 R2, with a couple of Vista VMs and an
XP VM (so far, but we have plans for many more)...
