Always Receiving 50-60^ of expected heartbeats

The status for a Virtual Server that is running Windows 2003 Standard
edition as a guest machine hosted on a Windows 2003 standard machine has
been receiving 50-60% of its heartbeats all the time. Both the guest and the
host machien are not overly busy. The Host machine is a P4 2.8Ghz with 1GB
of ram and the host is configured for 256mb of ram.
Is it normal for it to always be losing heartbeats that often.

What sort of load are you running on both? The heartbeat process runs
at normal priority so it is fairly easy for it to get overrun by other
processes.

The load was extremely low. Both servers were doing next to nothing. I
went ahead and increased the guest's ram from 256 - 384. I will monitor it
to see if that helps it
