I get the following message:

HTTP 401.3 - Access denied by ACL on resource
Internet Information Services
This is a single machine environment. I'm an administrator on this machine,
it is not a member of a domain. I can do anything at all except access the
Virtual Server admin website. This all worked with zero issues before
installing IE 7.0.

401.3 indicates the authenticated user does not have permissions for
the resource. The question is what is the ACL on the resource and what
is the remote authenticated user. The IIS log file should indicate
which resource is causing the 401.3 and what user identity
authenticated - it can quickly help solve the issue.

Saying that you are an administrator on the machine means NOTHING in a
client/server scenario like a web browser. Just because you are an
administrator on the client machine means NOTHING to your privileges on
the server machine - even if both are the same machine.

Now, I do not think installing IE7 would change ACLs on resources. But
maybe the remote authenticated user identity is no longer who you
think. Maybe you are using Basic authentication and IE7 does not
disclose your username/password in the clear. Or something like that.

Anyways, the IIS log file should help troubleshoot this issue within
seconds.

I resolved the isuue by using
http://127.0.0.1/VirtualServer/VSWebApp.exe
instead.

Check the properties of the site. Make sure that Windows Authentication is enabled otherwise webclients cannot use that type of authentication while it is required for this.
