User administration to change CD-Rom ISO

Hi all

I am new to Virtual Server and I have a question for you.

I have set up a VM 2005 r2 host server with 3 x clients. These 3
clients are for development work. I wish to allow the end user access
to their individual clients only so there are no accidental changes
made to someone elses box. I intend to ensure each VM is
administratively sandboxed from each other as each VM has its
development user base.

I have copied up ISOs of their common software so they can self install
software using the handy ISO image redirection built into the Virtual
CD control built into the web interface.

The issue I have is granting them access to change the ISO images
mapping to the virtual CD drive in each client server without giving
away to much admin power. All I want to grant access to is to stop /
start / reboot each Virtual that they have control of and change the
ISO image so they can install software.

Is this possible within the standard tools?
