Can"t login to virtual server manager

Get a 403.14 error when attempting to login to the virtual server manager. I
have checked DCOM settings per the knowledge bas article. Problem occurs on
the machine running virtula server and when attemptingato access the console
from any remote browser. I am prompted for user name and password but get
403.14 immediatly after.

This is a Windows 2003 server with all the latest service packes and hot
fixes. It was not an upgrade install of Windows 2003. The server runs in a
workgroup. Other sites run from the server. Cold Fusion 7 is installed.
