Multiple Ip"s on guest OS

I just had a quick question I hope someone can help me with. I need to assign
multiple ip's to my virtual server's nic. I have tried many different things
and can sometimes get 2-3 ip's to work on some machines but others fail. Here
is my configuration


HOST PC:

Opteron 170
2gb ram
Block of 128 PUBLIC ip's
Broadcom NetXtreme Gigabit Ethernet #2 (PublicNetwork)


VIRTUAL MACHINE:

Windows 2003 Standard w/1gb ram 20gb vhd (named "B1")
Intel 21140-Based PCI Fast Ethernet Adapter (Generic) (Emulated Virtual NIC)


Currently I have "B1's" virtual network adapter connected to the following:
Connected to “External Network (Broadcom NetXtreme Gigabit Ethernet #2)”

On the HOST, I have none of the ip's from my block of 128 assigned to it.
On B1, I have statically assigned my starting ip (75.x.x.150) and it works
fine. I can connect to B1 using remote desktop, and I can access the internet
from B1. However, I want to add 10 ip's to this box (75.x.x.150 to
75.x.x.160) and when I add additional ip's it doesn't always work. I've tried
adding it via Network Connections > Network adapter properties > tcp/ip >
advanced > add ip as well as netsh interface ip add "Local Area
Connection" 75.x.x.151 255.255.255.0.

It's seems as though virtual server is hit and miss with the ip addresses.
Sometimes i'll get the first 2 ip's assigned working, other times(or on other
boxes) I wont.

I have also tried creating a virtual network (named "75.x.x.100 to
75.x.x.228")
which I've setup

Network Address: 75.x.x.0
Network Mask: 255.255.255.0
Start IP Add: 75.x.x.100
End IP Add: 75.x.x.228
Virt DHCP IP Add: 75.x.x.1
Default Gateway: 75.x.x.99
DNS Servers: 68.94.156.1,68.94.157.1 (dns from my isp seems to work ok)

When i connect systems to this virtual network they don't pull ip's
automatically, even when i set it to obtain from dhcp, when i assign the
first ip in the range to my system it works. when i assign the next one, it
may or may not work.

Googled this for hours each night for the past week. I've exhausted every
idea i could think of.

Any help would be greatly appreciated.
