I have a vhd with that has about 10 GB on it, but is taking up 15 GB. I've
run the pre-compact utility and have about 18 GB free on my disk, but every
time the compaction fails with this error:

The virtual hard disk "c:\vhds\MOSS07.vhd" could not be compacted. An
unexpected error (67) occurred.

I'm not using differencing disks and am not backing up the vhds with any
sort of tool.

What you can do is try to ghost it to an image and return the image to a new
disk.

This helped me a lot of times.
