Web insterface no longer working VsWebApp error

We had the VS2005 server R2 working in the morning now it nolonger works.
Running on Windows 2003 standad R2

When we use the URL we now get a security warning trying to download
vsWebAPP but there is no extension to the file , so it is an unknown file
type.

We don't have a URLScan loaded and we don't have a URLScan directory

If you download it rename it to an exe and run it you get a bit of dos
wondow but nothing else.

If the Web Interface worked in the morning but not anymore, then it sounds
like something or someone misconfigured it. Find out what they did and fix
it -- because you have someone/something able to make administrative changes
on your server without telling you what is going on and affecting your
responsibilities over VS2005R2 -- so it is in your best interest to figure
out what it is and address it. The fact that VS2005R2 is temporarily not
working is small and fixable.

At this point, it sounds like someone changed IIS configuration in a number
of possibilities to reach that outcome. Make sure that:
- "Scripts and Executables" Execute permission is enabled on VSWebApp.exe
- you do not have an .exe Application Mapping causing the download
