I have virtual PC version 7. My MAC power source was faulty and turned
off the system while virtual PC was running. This happened twice. Now
my power source has been replaced but the virtual PC will no boot up.
It keeps trying but then shows a blue screen and immediately goes back
to the window stating it could not start up windows and repeats.

Any suggestions on what to do?

You won't be able to mount it as drive D: as that is the DVD/CD drive.
It will automatically mount as Drive E:

This problem sounds very strangely like a Windows XP SP2 installation
where it goes thru a boot loop continuously and is caused by spyware.

corrupt it. I would follow the steps Tony suggested.

Nope!

A power failure corrupting the Windows image will produce an error
similar to "Cannot Start Windows...errro reading boot.ini"

In his case, he gets the "continuous boot" loop. And it never produces
an error. To confirm what I'm stating, press F8 on reboot and when it
gets to the boot menu, select "Disable Automatic restart on system
failure". Press Return and it will boot to the error message. Write
down the error number . The error message will be something like the
following:

"A problem has been detected and Windows has been shut down to prevent
damage to your computer... Technical information: STOP: c0000135
{Unable To Locate Component} this application has failed to start
because winsrv was not found. Re-installing the application may fix
this problem"

Cause of this? Spyware!!

You may like to press F8 whilst Windows boots to get it into safe mode or
something, but if the system has copped disk corruption beyond repair, then
salvaging is your best bet... as with any ol" PC!

It could still be a corrupted Windows system file. Corruption could
occur at any point on the drive, so the initial boot files could be
fine and some service, etc that loads later is what's failing.
