level of detail of virtual PC emulation

Hi
I am considering buying Virtual PC for Mac for the purposes of
testing websites in a Windows environment. I am not sure how finely the
program emulates PC behavior: is it functional only or will results
correspond to a PC right down to the pixel level within a window.

For example, I want to investigate the following scenario: I have a
web page the works correctly with all Mac Browsers and also with
Nestscape for windows ... but it fails in MSIE for Windows in the
following way: when opening a frameset, the individual frames should
open sized-appropriately, with scrolling as needed. In MSIE for
Windows, every frame ends up just a shade too narrow (no matter how
large the window) so that the righthand edge is cut off, requiring
scrolling.
Alas I can't witnes this problem within my Mac, but if Virtual PC
for windows will emulate the problem exactly, I can probably debug it
(finally).

anyone have experience wiuth similar needs?
