There are many copies of VPC for sale on eBay, with and without Windows.

If I were to buy one of these, would I have trouble registering or
running it?

I'm just guessing here and I don't know if you'll have problems with a
pre-registered copy. VPC may run OK, but the version of XP may not
register under Windows Genuine Advantage. You may have to call them and
complain your version of XP won't register and read them the VPC serial

You're referring to activation, not registration. Registering Windows
with Microsoft just means your sending your name.

As long as you get the full package, CD, serial number, etc. You won't
have a problem activating Windows under Virtual PC. Since the
emulated hardware in a VPC VM never changes, reactivating it will not
flag it, as it will just appear to be a reinstall on the same
hardware...unless you're reactivitating it often.
