In buying a "used" copy of VPC 7...can the license be transferred?

Since the Intel Macs, VPC prices have NOT come down (from MSFT). eBay
has some for sale... a few unregistered and some 'used'.

How does one transfer a license from one individual to another?

Where else should I post this? ( W/o resorting to call MSFT?)

On eBay the UK prices are atrocious .. probably due to exchange rate...
some go for $85 & more, whereas in US at retailers the price is $79 and
up. At Frys it is $99.....

I thought since the market is 'drying up' for MSFT they would start
having sales... Guess not.
