Internet Explorer Problem

I'm running VPC 6.11 with Windows XP Pro installed.

I rarely use XP to connect to the internet, so I'm not sure when this
problem surfaced that is, after which security upgrade to OS 10.3.9.

Everything seems to work perfectly, except that Internet Explorer wont
open any web site, even microsoft.com. I get an error message asking
what program to use to open the downloaded file. Windows Update
generates a similar message.

I can ping any site, either by IP address or URL, and the IPCONFIG page
shows the proper addresses.

It appears that some security setting for IE has been changed or munged
.... IE won't allow me to open Internet Options under the Tools tab.

I connect via broadband (RoadRunner).

Ideas?
