Short Version: Can I run VPC as a service on OSX Server?

Long Version: We have a legacy FoxPro application that we are connecting
to a small in house web application. The web app uses a PHP Extension
that connects to a service on a windows machine to bridge and connect to
the database via FoxPro ODBC. Right now it works GREAT using a G5 OS X
Server running 10.4.4 as our web server. Even I was surprised at the
responsiveness.

The hiccup is that the powers that be want to eliminate the Windows
Server that the client is running on (and redistribute those services it
provides elsewhere). My thinking is that I could use a VPC to replace
the Windows Server (since it would now be the only service on that
"box", the requirements should be light, even perhaps so far as taking
it down to XP Home or Win2K it just has to be any NT based windows like
2K or XP). We aren't talking heavy usage (MAYBE 40-50 people at a time).

What I need to be able to do (hopefully) is find a good way to have the
virtual machine start and stop gracefully when the OS X Server does with
a minimum of effort. How likely / easy is this or am I completely off
course? If I am does anyone have any suggestions? The FoxPro backend is
on the way out (once our design team finishes the up the rewrite) so
replacing with another "real" machine is impractical (or so I'm told).
