Is VirtualPC based on Terminal Services?

This might seem an odd question, but arose from a very real problem.

The situation is the following:
We are running VPC 7 on an iMac G5 with 10.4.4, the PC installed is XP
Pro SP2.

We are trying to run a localization software on it that has a quite
elaborate registration/activation procedure. The software gets
installed, produces a number that has to be sent to the developer, who
will return a product certificate that needs to be activated.

The activation process reports a successful activation and asks to
relaunch the program. The program now finds a valid license but is
still locked and refers the user to the customer support.

Customer support from the developer tried to send us various product
certificates with different options enabled which didn't change
anything.

After checking back with the development team the customer service rep
told us that the software will not work with terminal services. He also
mentions Citrix in his explanation.

We did now turn off terminal services in XP and -one never knows- all
services in OS X with no result.

The customer service rep (and the developer probably too) doesn't seem
to know what VirtualPC actually is and keeps on telling us that we
can't use the software via terminal services.

I have now been trying to find out if VirtualPC in any way relies on
terminal services in its operation, but could not find any information
about the architecture of VPC for Mac, only for Virtual Machine in
general.

I would appreciate if someone could point me to any detailed info
regarding the architecture of VPC for Mac or shed some light on the
topic.

We have quite good experience with running all kind of software on VPC
for Mac including ones with hardware dongles and don't want to be
forced to buy a PC just for one program.
