When I plug in a card reader to my PowerBook's USB port (running VPC), I get
a popup message that says I need a USB 2.0 bus to be able to read it at the
correct speed. Then when I close that window, the card reader doesn't show
up in My Computer. Any idea why, or how to "find" it? Also, why it is
using 1.0 even though the PowerBook has USB 2.0?

Because VPC emulates 1.1. In general, that doesn't matter because USB
2.0 devices also support 1.1, they're just slow.

Read the installation instructions for this device for Windows. There
is a better than average chance that you need to install drivers to use
it.
