Installing Win98SE

I am attempting to install Win98SE as a guest OS, but VPC 2007 does not
recognize the CD although when I insert the CD in the CD tray, my host OS
(WinXP Pro) does autostart.

So I am attempting to use a workaround, but want to be sure of the steps so
I do not overwrite my host OS.

I created a Win98SE bootdisk and VPC can read it. Here's the steps I want to
take:
1. Insert the Win98SE CD.
2. Boot via the floppy disk so I will get an A:\ prompt.
3. At the A:\ prompt type (without quotes) "format C:". I'm presuming this
will format the virtual disk partition not my C partition on my host OS - is
this correct?
4. Once the virtual disk partition is formated, type(from the A prompt again
without the quotes) "Z:\setup".

I believe this will install Win98SE.

Anyone see a problem with these steps?
