is Guest OS possible access Host OS File system?

I had read some article about that , the answer is no.
But is it safe to using virtual pc for development & testing?
Because i would like to write a software Like CCleaner for Vista.
It will clear some cache,some unuse file (maybe system file), some uninstall information.
I will run under Guest OS, but is it possible affect the HOST OS?

Another way , is there some virus can affect the HOST OS when active on GUEST OS?
