I have a Gateway laptop running Windows Vista. I am upgrading the ram from 1
gb. to 2 gb. Currently I am running virtual Pc with 256 mb ram. How is the
ram split while running virtual Pc, and what amount of ram can I allocate to
virtual Pc with out effecting my host O.S. Also does this ram allocation
effect the host pc when virtual Pc is not running?

Each VM will grab its allocated amount of RAM from the host when it starts.
If it can't do that, it won't start...

Depends what OS is running on the host... Each version of Windows has a
minumum RAM requirement, as well as a recommended RAM requirement. Go below
that and the host's performance will start to degrade...

2gb is the minimum we use for Vista installs.

512mb would be the extreme minimum I'd use for a useable home install.
(Ideally 768-1gb). That's just for typical desktop usage though.
