Scanner does not work for W98 Virtual PC in WinXP

In the past I have used a dual boot system for W98 and Wxp.
My Visioneer One Touch scanner works with W98 (no driver was developed for
XP).
I decided to install W98 as a virtual PC in Win XP Pro.
I cannot get the scanner to work.
If the scanner is powered on when I start XP I get a hardware error because
Visioneer only developed a driver for W98.
I have tried to connect/power on the scanner when I am in W98 virtual PC but
that does not work either.
In order to use peripheral equipment is it necessary for Win XP to have a
driver for the specific peripheral equipment?
Do I have to go back to dual boot to use the scanner?

Transmission retry: 45 seconds
SPOOL settings are
..Spool print job so program finishes printing faster
..Start printing after first page is spooled

-spool ms-dos print jobs
-check port state before printing

To me it looks like the settings are OK.

The scanner does not work in XP, even when using compatibility mode.
It appears the host (XP) needs a compatible driver for the VM machine.

Still can't connect to scanner, -- as if is not recognize or something is
