128MB for the host, 40MB of that is used by the VPC application so
that leaves you with probaly 40-60MB of actual free RAM, you're going
to be be paging to disk alot. Especially, since you're running other
programs.
Also, a 1GHz CPU split between tow instanes of XP, host and guest,
will run slowly.
Do you have the guest XP on the same hard drive as the the host XP? If
so, there's another big performance hit, disk contention.

384mb has been pretty good. Even 256mb is OK for most apps. For running
another instance of XP in a vm I would recommend 1GB total but 784mb will do
pretty well with 256mb allocated to the guest. But whatever, I just don't
think that 1GB is necessary for good performance of XP.

You want more RAM on the host, unless you're going to be doing nothing
other than running VPC. Starving the host OS for RAM will cause a big
performance hit.
Splitting the drive into 2 partitions won't help, more likely decrease
performance, since you'll probably be bouncing the head even farther
as you travel back and forth between the host OS partition and the
partition where the guest OS is located.

Microsoft's bare minimum RAM values are all well and good in theory, but in
practice they are woefully inadequate.
XP needs at least 1Gb RAM before you can use it for anything useful, and
that includes host and guest...

RAM is not allocated to Virtual PC - it's allocated to each virtual machine
according to the virtual machine's individual setting...
IMO, that will still be a ridiculously low amount of RAM for what you're
trying to do...
Not really, unless the two disks are connected to different disk
controllers...
