MS-DOS 3.3 problem installing to hard disk

I was taking a trip down memory lane and dusted off old floppy images I had
saved away long ago. I mounted disk 1 of DOS 3.3 as a vfd and it booted
just fine into VPC 2007 where I had configured 4 MB of memory and 20 MB hard
disk. If I ran fdisk to try to setup the disk it just hung, I have a copy
of DOS 5.0 (my old favorite) so I booted that VM made a bootable floppy and
booted that into the 3.3 VM (they are completely independent VM's) fdisk
ran, format ran then I booted the DOS 3.3 again and figured dir c: should
work but I get an invalid drive error, fdisk still hangs etc... etc... I
then tried a copy of DOS 3.3a which booted, found the disk, fdisk and format
worked just fine and it installed and ran just fine. Now it has been a
really long time since I did much with DOS but I remember running DOS 3.3
(not the 3.3a) on my very first PC with 1 MB memory and 20 MB hard drive. A
quick check of vpc.VisualWin.com says that 3.3 runs in VPC (and mine sure
does) and I didn't see any notes about disks or fdisk/format issues. Has
anyone been here before and can shed some light on the error of my ways?
