Font Corruption in Chinese for Win ME

When running Windows ME under VPC 2007, Chinese fonts cannot be displayed
properly (they appear as underlines). I believe the same font corruption
occured with the Hebrew font in VPC 2004, but the solution to solve the issue
with Hebrew did not work for Chinese.

Is there a solution for this issue?
