Virtual PC won"t give me any memory!

I am running a Compaq C505 laptop with 512mb memory on Vista.

I downloaded Virtual PC.
I set up a virtual PC with 64mb memory, the default for W98.
I put in my W98 disk and booted the vpc off it.
It formated a 2gb partition and tried to load W98, but failed because
I only had 4mb of memory, and it requires 16mb.

I checked and VPC says I have 0 mb of memory. I tried to increase it,
but the little slider runs between 0 and 0, so there is no place to
go. I put 64 into the box above the slider, but it refused to take
it.

I deleted the VPC and started over, but got the same results.

After booting off the W98 disk I moved some files into the VPC drive,
so at least that works.

All I want to do is run a Dos game that won't run under Vista, at
least not on this machine. It will run on others; this machine
refused to give me any expanded memory.
Maybe the two memory issues are related?

Any help would be appreciated. It is getting frustrating; first it
wouldn't run my game, and now it won't run VPC.
