I am running Vista Business x86 and I wish to install Vista Business x64
within Virtual PC, but when I boot from the disk, it tells me that it cannot
find a 64-bit processor. My processor is a P4 531 at 3GHz and I know that it
is EM64T capable. Why won't it install?

The problem is not that VPC will not install x64, if you try and use VMWare
it will not install either. The problem is that Virtualization of a 64bit
proccessor has not been implemented except for true 64bit proccessors (AMD
only). For VMWare you can use the EMT64 proccessors if you use ESX and that
would cost you an excessive amount of money. We ran into the same problem
here, we could not install on Xeons that were running XPx64 as host unless we
used VMWare ESX server.

I've installed 64bit windows on a 32bt operating system using a 64bit
processor in Vmware and it was fine.

LordRhys might be correct, in fact I can now install a x64 guest on a x86 host running Athlon 64 X2 3800+ with host of Windows Server 2003 SP2... (I can even do so with Athlon 64 3000+, on Windows Server 2003 SP2 as host)
Beforehand I was never able to do that on Intel ones.

By the way, using VMWare with Windows Server 2003 x64 as host with PC running Core 2 Duo E6600, I could run any x64 guest without any problems. I am not sure about Xeons though, as I have no access to those.

64-bit guest operating systems only on host machines that have one of
the supported 64-bit processors:

AMD Athlon 64, revision D or later
AMD Opteron, revision E or later
AMD Turion 64, revision E or later
AMD Sempron, 64-bit-capable revision D or later (experimental support)
Intel EM64T VT-enabled processors (experimental support)

3. Core 2 Duos, x64 Xeons, and Pentium D's will run x64 VMs under VM
Ware.

4. Not all x64 AMD CPUs will support x64 guests, specifically older
A64 and Opteron CPUs
