Win98 CD-ROM and license

I have searched for some time for an answer to this, but haven't found an
answer. I apologize if you guys have answered this many times.

I understand that I need my own CD-ROM and license for any OS in order to
install it as a guest OS under virtualization software (Virtual PC or other).
Also, Microsoft encourages people to upgrade to Vista and use Virtual PC for
apps incompatible with the new OS.

However, what if those apps require Win98? Where is the average user
supposed to get a copy of Windows 98? As I understand it, Microsoft isn't
selling it, and I thought they didn't allow others to sell it anymore. Maybe
I misunderstand on that last point. I see some copies for sale on
miscellaneous web sites, but I'm not sure if it's legit to buy a copy from
them either.

Could someone with a clear picture of Microsoft legacy OS licensing please
fill me in? Thanks!!!
