Creating 98SE VM failure

I've spent all morning trying to create a Win98SE virtual machine using
Virtual PC 2007 on my system running Vista Ultimate. I've previously had
no difficulty creating a WinXP Pro virtual machine from scratch.

Method 1) When I try to create a Win98SE virtual machine from scratch,
my hangup point always seems to be when it comes to formatting the VHD.
Using my Win98SE boot floppy, when I hit Enter, it fails to boot. If I
try using the VFD file from vpc.essjae.com I have exactly the same
problem: I can't get it to boot.

Method 2) When I try to create a Win98SE virtual machine using the
package of VFD, VHD and VMC files from vpc.essjae.com, my hangup point
always seems to occur during the installation of Win98SE from my
installation CD. After copying the files, it reboots, then asks if I
want to boot with or without CD support. Whichever option I choose, it
ends up at an a:\ prompt, rather than continuing with the setup process.

Any suggestions for me using either method?

You need to detach the floppy image before the first reboot, it's just
reading the floppy over and booting from it.

3) Next copy the CD contents on to this folder

In this case there is no need for the CD anymore during the install
process.

I have read several hints on installing Win98 that say this is the
easiest solution.
