I may be overlooking the obvious, but here's my problem.

I'm running Win 98 in a virtual pc on a Win XP host.
I want a second virtual hard disk for data storage.
I went through the virtual hard disk wizard and successfully created a
second hard disk. The second hard disk shows up on the "Settings" display of
VPC as it should.

When I run the client Win 98 os I can't find the second hard disk. Nor can
I find any information as to how to find it.
The second hard disk does not show up in Windows Explorer.
The second hard disk does not show up in My Computer.
(Both here referring to the Win 98 client.)

Help will be greatly appreciated.

Just like you'd need to do if you added a physical drive to a
Win 98 computer you need to fdisk and format the drive before it
will show up.

Just like adding a new hard drive to a real computer you need to
partition it and format it before Win98 will recognize it.

Since he's adding a disk to an existing install there's no need
to boot from a floppy. All of the above can be done while the
guest is running Windows 98.
