I need to be able to use a Virtual PC to access a test network from a
corporate machine. I know I can dedicate a specific NIC to the VM but can I
make it so the VM can only use that NIC and cannot be changed by the user?

I guess it depends on the user. If the user has enough privileges (on the
host machine)to access the VPC console, the NIC settings can be changed by
that user.

Inside the vm, changing the NIC settings requires admin privilege, just
like on a physical machine.
