Virtual Machine detects CPU Incorrectly??

The physical machine is a Toshiba Satellite core duo at 1.66 GHz and 1.5
gigs of RAM, a 5400 rpm hard drive, and a rather crappy video sub-system.

Running Virtual PC with two Server 2003 and one XP VMs. Performance on all
VMs is below expectations, whether or not one, two or three are running. I
have VPC set to pause the background VM. I am guessing the bottlenecks are
the slow disk and the video. However, the guest operating system detects
the CPU as running at a half dozen different speeds. Sometimes at 351 MHz,
sometimes at 390 MHz, sometimes at 459 MHz, etc., and sometimes correctly at
1.66 GHz.

Anyone know what is going on?
