Package existing OS Environment

Would it be possible to write an application that would package your existing
OS Environment into a Virtual PC?

For example:

As we all know Windows upgrades rarely work. When they do work something
will come up that will make you regret upgrading vs Format/reinstall.

It would be AWESOME if MS or someone else wrote and application that would
package up your existing OS into something that you can open in Virtual PC.
That way you can still use you Legacy Apps, and remove the main ‘bar’ that
was preventing you from upgrading in the first place. Forgot to move/copy
something before you reinstalled, just open your virtual image and you’re
set.

This would also be very helpful for people who want to move to a new computer.

I am sure I am just dreaming, as this is one of those “How things ‘should’
work” opposed to “How they ‘do’ work” kind of moments.
