Virtual 98, 2000, & XP on an XP box?

Hi All,
I'd like to use Virtual PC to do my testing. Unfortunately, I only
have one PC with enough memory and disk space to run XP, 2000, and 98SE. It
is currently an XP box, and is my main development box. I don't want to do
testing on my development PC, or at least, not on the XP partition I use for
that.

So, the questions are...

Could I install Virtual PC 2004 on my development XP box, then install
another XP, along with 98SE and 2000, for testing?

If I did this, would my development XP install, the base OS install, remain
safe and protected from all the testing taking place on the virtual machines?

Even if this can be done, are there compelling reasons why this is a really
bad idea?
