How do I create a floppy image

I used an old version of WINIMAGE to create an image of my Windows 98
setup disk.

When I try to use that image, I get message:
"This file does not appear to be a floppy images"

" Floppy image files must be the correct size (720K or 1.44 M)"

Suggestions?

Pri.1 = HD-1 = Hard Drive
Sec.0 = HD-2 = Hard Drive
Sec.1 = CDROM

Booting your nice win98EBD.vfd gives me the command prompt A:\
but I can't capture the CD drive. I have tried having it ready before
VPC4 boot and making it ready after the boot.

How do I troubleshoot?

So I installed a floppy drive on this Dell Dimension 2400.
Now it reads the Windows 98 setup diskette, and all seems to proceed normally... until it tries to read the CD drive D:
and tells me "Windows Setup files not found."

The difficulty seems to be that I can't capture the CD drive.

So I went to my older machine which already has a floppy. I was able to install VPC Windows 98 without my intervention
on the CD drive. It apparently captured the CD drive automatically. What's different on the Dell?
