Its quite a strange feeling "formatting" your had drive without actaully

Nothing to do with your host machine's hard disk's format...
You need to boot your Virtual PC with a boot floppy, run FDISK to create the
partition for Win98, format it, then install Win98.
Exactly as if you were installing it onto a real PC instead of a virtual PC.
