I tried your solution, but it's not working, as you mention it may at the
end of your post. I will report the issue to the other team members within my
company; I hope they will forward it to Microsoft, since we are part of the
early adoption program of Vista. They should have enough connection for that.
But in case... Please send it through the Virtual PC folks.
I will try a workaround with Virtual Server, since it can host WinXP Pro.

That looks to be a limitation of Virtual PC running on Vista, you probably
should bug it if you are in the Vista Beta, but meanwhile I'll see if I can
send it through the Virtual PC folks.
Virtual Server R2 doesn't seem to have the same problem here.
You may be able to hack the .xml in the .vmc to allow access, but it's not
for the faint of heart, and while I was able to do it, I have no idea if it
actually allows access, I don't have any parallel devices available to test
with.
If you're game, back up the .vmc file first, close the Virtual PC console it
it's open, then open the .vmc file with notepad.
Where it says:
<parallel_port>
<port_type type="integer">0</port_type>
</parallel_port>
replace it with:
<parallel_port id="0">
<port_name type="string">LPT1 (378h-37Fh)</port_name>
<port_type type="integer">1</port_type>
</parallel_port>
Then save and start VPC and the start your vm.
fwiw, dongles can be a real problem in VPC some types work and some don't
even in the best of circumstances...

So this looks like how Vista presents parallel ports and there is no easy
workaround.
