I have downloaded this software several times from the Microsoft downloads
site, and each time I click on the setup file, I receive the error message,

Hi Jonathan,

I finally found the solution to this problem! I logged into the event
viewer to find out what the problem was. Here is what I found:

Unexpected or missing value (name: 'PackageName', value: '') in key
'HKLM\Software\Classes\Installer\Products\EDDFACCCCECE4EA4DB79400767BB4D9A\SourceList'

By adding the words "Microsoft Virtual PC 2004" to the invalid registry key,
I was able to launch the program.
