I've installed XP PRO SP2 as a guest OS and the Ethernet Adapter driver
cannot install. I've searched all over the net looking for information on
this with no luck. If it helps at all, on the guest OS, the adapter hardware
IDs are:

PCI\VEN_1011&DEV_0009&SUBSYS_21140A01&REV_20

I've searched for variations and can't find anything.

On the Host, I've got an Intel Pro/100 VE adapter with conpletely different
hardware IDs. On VPC, the network settings are setup to use this adapter as
Adapter 1. I've even tried seting it up as NAT and Local Only with no luck
either.

VPC 2004 emulates a DEC/Intel 21140A 10/100, so that's the driver you need
to use. (It's included in Windows XP)

I can't imagine what has happened here. As Bob said, the driver is
included in XP and should just work. I have done it many times with no
problems whatever.

The emulated NIC in the virtual machine is always the DEC/Intel 21140.
It doesn't matter what the NIC in the host machine is.

The NIC in the guest machine should have a completely different hardware
ID, as you noted. When you link the NIC in the guest to the NIC in the host
through the VPC console setting, the NIC in the host can receive packets
addressed to the guest machine's NIC (because of the Virtual Machine Network
Services added to the physical NIC). It forwards the traffic for the guest
to the TCP/IP stack in the guest OS. The host and guest should appear to be
two machines connected to the same hub/switch. If you need the guest machine
to have two or more NICs connecting to different networks you will need to
have two or more NICs in the host, and link the NICs.

When did the guest machine become WinNT? It was XP in the original post.
There are known problems with multiple NICs in NT. See this article in Ben's
blog.
