What is the size of the ISO file? If I'm not mistaken, virtual PC only
allows ISO not bigger than 2GB.
What I usually do is use Alcohol 52% to load the ISO and just select CD ->
Use physical Drive X.

You can install the ISO files that are bigger than 2 GB by using Virtual CD-ROM applications.

Message:2.2 GB. For larger dvd images you can burn the image to a physical disk and
then capture the dvd drive you have the media in. You can also use any of
the virtual cd / dvd programs available and use the .iso file in them.

install program from virtual cd just like real cd.
