configured console for all users of my pc

How can I configure the console to have, for all new users on my pc, the
same options (for example the language or the Keyboard host key) ?
Now, when I start the console under user1, and I configure a language like
German, all is ok for that user. But if I configure an other user, like
user2, and I start the console under this account, the options are always the
default options.
